Legislative & Regulatory Updates:
Lawmakers are taking a day off before returning for
the Senate returns for a rare Sunday session.
Hundreds of bills remain on the calendar for
consideration - the big issues have yet to be
resolved.
The General Assembly is trying to craft a budget for
the next fiscal year that is expected to be short by
several billion dollars. The House has passed one
version and the Senate another and now Democrats
who control both chambers will try to come to
agreement on one plan. Either way, it does not
look pretty.
This past week, major workers’ comp reform took a
major step backwards as a negotiated proposal was
knocked down by trial lawyers. Key provisions
sought by business appear to be a stumbling block.
It’s not clear what direction legislative leaders are
moving and whether they will agree to any “true”
reform, or merely pass a token bill that does little to
improve Illinois’ workers’ comp crisis.
WILL COUNTY INLAND PORT DISTRICT
A proposal has surfaced which would create a
special ”inland port district” in an area roughly
bounded by Interstate 80 on the north, Ill. Rt. 53 on
the East, Int. 55 on the West and the south
boundary of the Centerpoint Intermodal Center in
Will Co. This port district would take jurisdiction
over local roads in the area serving the intermodal
facilities and would impose a “toll” on trucks using
those roads. Some have suggested a $5 per truck
toll to gain access to the facility. In exchange, the
proposal seeks to take truck enforcement away from
local police jurisdictions who have a “reputation”
for harassing truckers and are charging upwards of
$700 per month per truck for permits.
to consider all of the implications to the proposal and many
questions remain unanswered. The proposal is being carried
by Senator A.J. Wilhelmi (D-Joliet). We have asked Senator
Wilhelmi to hold the proposal until at least the fall session to
give all of the transportation modes involved time to review the
proposal and the possible long-term implications.
UNIFORM TRUCK SPEED LIMITS ON 4-LANE
HIGHWAYS
The General Assembly has approved and sent to the Governor
legislation that would expand the uniform 65 MPH speed limit
to those 4-lane divided highways outside of the Chicago-area
that currently have a split speed limit. Two years ago, the
Illinois General Assembly passed legislation to allow for a
uniform speed limit on “rural interstates”, but it did not include
these 4-lane divided highways, many of which are built to
interstate standards . SB 1913, sponsored by Sen. John
Sullivan and Rep. Dan Beiser, would allow for a uniform 65
PMH speed limit for both cars and trucks on these 4-lane
divided highways that are not classified as interstates.
